I would suggest they look into a Canon GL2. We have two of them and they are VERY user friendly-we use them every week to video tape church services along with doing our wedding videos.
They SHOULD be around $2000 or under if you look in the right place, that will leave room to buy a nice tri pod (buy one with a fluid head) for about $200.
